Who it’s for

PA iLottery is for Pennsylvania players who want to buy lottery games online from the state’s own agency, with spending controls built into the account. It suits people who would rather buy from an official site than from a courier, and who like being able to cap deposits, losses and time in advance. It is not for anyone who wants to keep a win private, because Pennsylvania does not let winners stay anonymous. See the Pennsylvania page for the state’s wider rules.

How it works

The platform is run by the Pennsylvania Lottery, an agency of the Pennsylvania Department of Revenue. The lottery was created in 1971, and PA iLottery launched on 22 May 2018 as the seventh state online lottery. You must be 18 or older, and play is available on web, iOS and Android.

The catalogue has grown since launch. Powerball and Mega Millions have been sold online since 16 Jan 2020, and Match 6 Lotto and the PICK games joined in 2022. The platform also offers online instant games. Draw-game prices are those of the official games, so Powerball is $2 and Mega Millions is $5. We did not verify the prices of online instant games.

Odds and value

For draw games, the odds are the official ones. Powerball is 1 in 292,201,338 for the jackpot and 1 in 24.87 for any prize. Mega Millions is 1 in 290,472,336 and 1 in 23. Buying through PA iLottery does not add a fee to those games in the information we reviewed, which gives it a cost advantage over a courier that charges a premium.

The odds for online instant games were not verified, so we cannot say how they compare with the draw games. The state keeps a share of every dollar, so treat the platform as entertainment. Our methodology explains how we score odds and value.

Trust and regulation

PA iLottery is run by a state agency, so accountability sits with the state. The Pennsylvania Lottery’s own history page lists drawing fouls and forged-ticket incidents from 2002 to 2008, which it discloses itself. We treat that as a sign of openness more than as a current concern. We found no regulatory action against the online platform in our data.

The responsible-play tools are the best we reviewed. Accounts offer an opt-out list, a cool-off option, and deposit, loss and time budgets. The platform has a support line at 1-833-530-PLAY, and the gambling helpline is 1-800-GAMBLER. If you think you might need limits, set them when you open the account and not after a bad week.

Claiming prizes and taxes

Draw-game prizes expire one year from the drawing, and scratch-off prizes one year from the end of sale. Winners cannot remain anonymous. Pennsylvania withholds 3.07% state tax and 24% federal tax over $5,000, and a W-2G form is issued for wins of $600.01 or more.

We have not confirmed how online prizes are paid out or where they land, so check the help pages for the current method before you rely on a particular route. Our guides explain how withholding and reporting work for larger wins.

Playing online

We did not find a statement on how location is checked for online play, so read the account terms. Opening an account is where the limit tools appear, so look at them first. A help centre handles problems, and a dispute email exists for issues that support cannot resolve.

The Pennsylvania Lottery reports FY2024-25 profit of more than $1.05B for programs for older Pennsylvanians, including property tax and rent rebates, transit and prescriptions. For other state platforms, compare Michigan Lottery Online and Virginia Lottery Online.

Our take

PA iLottery is a mature, state-run platform with the clearest set of spending controls we have seen. The costs are lack of anonymity and a combined state and federal withholding on larger prizes. For a Pennsylvania resident who wants to play online, it is a sound option, and the limit tools should be set up on day one.
